It does not intend to replace democratic debate, nor to close off public policy options, nor to prescribe short-term measures. Rather, it seeks to identify a collective long-term direction, sufficiently clear to guide decisions and sufficiently open to accommodate different paths to implementation.<\/p>\n      <p class=\"em\">We assume that the future of education cannot be shaped by a single actor, a single generation, or a single institution.
